Favorable Policies Continue to Be Released for Cross-Border E-commerce

The cross-border e-commerce industry continues to receive positive news. This year, several cities have introduced supportive policies for the sector. Recently, Harbin hosted a promotional event for the 2024 cross-border e-commerce industry within its Comprehensive Bonded Zone. During the event, the city announced the launch of the "Harbin Comprehensive Bonded Zone Cross-Border E-Commerce Import Retail '1210 Model'". Under this model, e-commerce platforms operating in the city can procure goods from overseas based on market forecasts and consumer demand, import and store them in domestic bonded areas or logistics centers, and then deliver them to consumers based on individual orders.

Not long ago, Yunnan Province also introduced policies to support the development of cross-border e-commerce. According to the province's "Guiding Opinions on Accelerating the Development of Cross-Border E-Commerce", the province will optimize the regulatory processes for cross-border e-commerce and improve the regulatory model.

Additionally, the "Guiding Opinions" support cooperation between postal express and logistics companies with cross-border e-commerce businesses to establish branches in South Asia, Southeast Asia, and other economically cooperative countries and regions. They aim to build overseas logistics warehouses, distribution centers, and enhance the cross-border logistics service network. Wuhan City has also released favorable policies. Recently, the Wuhan Municipal Government announced the "China (Wuhan) Cross-Border E-Commerce Comprehensive Pilot Zone Implementation Plan". According to this plan, the city aims to introduce and cultivate over 30 leading cross-border e-commerce enterprises and aggregate more than 3,000 cross-border e-commerce companies within three years.

Moreover, Wuhan plans to develop 5 to 8 high-quality, specialized cross-border e-commerce industrial parks and achieve an annual growth rate of over 80% in cross-border e-commerce import and export trade volume. The city also aims to establish 100 cross-border e-commerce overseas warehouses and train more than 50,000 cross-border e-commerce professionals. Changsha City has introduced funding support policies. In early January this year, the city held the launch ceremony for the China (Changsha) Cross-Border E-Commerce Comprehensive Pilot Zone and officially released the "Changsha City Cross-Border E-Commerce Industry Funding Management Measures". According to these measures, the provincial and municipal governments plan to allocate 200 million yuan annually to support the development of cross-border e-commerce in Changsha.

The "Management Measures" include 20 specific support projects, covering aspects such as the construction of cross-border e-commerce platforms (online platforms), cross-border e-commerce parks (offline platforms), support services and incubation systems, talent training and recruitment, and logistics systems.

The introduction of these supportive policies by various cities is related to their approval as cross-border e-commerce comprehensive pilot zones. In July of last year, the State Council decided to establish a new batch of cross-border e-commerce comprehensive pilot zones, focusing mainly on central, western, and northeastern regions, including cities such as Beijing, Hohhot, Shenyang, Changchun, Harbin, Nanjing, Nanchang, Wuhan, Changsha, Nanning, Haikou, Guiyang, Kunming, Xi'an, Lanzhou, Xiamen, Tangshan, Wuxi, Weihai, Zhuhai, Dongguan, and Yiwu.

Influenced by these favorable policies, the cross-border e-commerce industry has recently welcomed new players. Public reports indicate that the e-commerce platform Pinduoduo has recently launched "DuoDuo International" and is actively recruiting. Additionally, the C2C cross-border e-commerce platform Yangmatou is planning to introduce a social e-commerce platform called "Global Selection". This indicates that with the continuous release of positive news, the cross-border e-commerce industry may be on the brink of new opportunities for development.
